A ruthless woman who has commanded others prior during the Smoke War, one would be remiss not to take her advice when she seeks to give it! She and the Manager Esquire seem close, in that she speaks highly of them and their decisions whilst demeaning our own, and it would seem that Mistress Rodya and Ishmael have become rather good friends towards her despite her harsh speech.

Oh, and she is quite familiar with workshops of many kinds due to her background, so she assisted Mika and Rain with modifying our omnibus as well! She is also Mephistopheles's maintainer when it comes to the more mechanical parts of it. Miss Outis is shrouded in mystery, however, for she does not speak of herself whatsoever; she prefers more to speak on those around her, and to leave behind those that are too weak to move forward.
